Central Bank regulations set maximum loan-to-value ratios that differ for UAE nationals and expatriates.
The regulation
The Central Bank of the UAE's Regulations regarding Mortgage Loans (Circular 31/2013, as amended in 2019 and 2020) cap how much a bank may lend against a property's value.
First homes
For UAE nationals buying a first home valued at AED 5 million or less, the maximum is 85% of the property value. Expatriate limits are lower; check the current rulebook text for your situation.
Off-plan
Lending on off-plan property follows separate, stricter rules. Speak to a licensed mortgage adviser before relying on finance for a payment plan.
